I think this matter deserves a conference call. I apologize that circumstances have caused me to miss out on so many meetings during this review period. I would not have accepted the appointment to the panel if I had any idea that such was going to happen. I feel like I have failed in my duty and obligation. As you know from my serving on prior panels, I was reliably present for meetings and did a lot of work to prepare and present information. Unfortunately, this has been a bad year for me. And now, seeing what was approved and recommended by the panel, I am terribly dismayed. I am surprised that this was done. Especially when the overwhelmingly majority of public comments were that the guideline obligations were too high and burdensome, that the panel would recommend a substantial increase for those hit hardest very much surprises me. Especially, when there is no solid logic or new cost data to back up this proposal. I agree with Murray.Cindy Ewing.
